Yes, you can add annotations (Stickies) to the Network Diagram. Simply Shift-Double-click in the Canvas area. Also notice that you can resize the stickies same as you would the task boxes. To change the Stickies color select  SharedPlan Pro->Preferences on Macs and Tools->Preferences on other platforms, then click on the Appearance tab.
